A good set of test leads should normally measure about 00.1 Ohm (that is one tenth of 1 Ohm).

What does a high ohm reading mean?

Higher numbers indicate a higher resistance rating, which means more energy will be required to integrate the component in a circuit. When you test a resistor, capacitor, or another electronic component, the ohmmeter will display a number indicating its resistance.

How many ohms is a good connection?

The NFPA and IEEE recommend a ground resistance value of 5 ohms or less while the NEC has stated to “Make sure that system impedance to ground is less than 5 ohms specified in NEC 50.56. In facilities with sensitive equipment it should be 5ohms or less.”

A short circuit implies that the two terminals are externally connected with resistance R=0 , the same as an ideal wire. This means there is zero voltage difference for any current value. (Note that real wires have non-zero resistance!)
